2024 - PSPO Consultation underway

The Council has given notice that the consultation on the control of dogs in Hyndburn is now underway and has issued the following information.

The Anti-Social Behaviour, Crime, and Policing Act 2014 superseded the old dog control orders with PSPO. The Act requires local authorities to consult with the local community and relevant stakeholders about the making of a PSPO.

The 3 year period of the existing PSPO is now coming to an end so once again Hyndburn Borough Council is consulting with the local community and stakeholders about the proposals to vary and extend the current controls on dogs for a further three years.

At the last review in 2021 the Friends of Memorial Park recorded it's disappointment in the extent of the order covering the entire playing field and the Council's change of policy to guide free running dogs into the formal part of the park for excercise. 

During the past 3 years FoMP have recieved numerous formal complaints from our members and other park users of free running damaging flower beds (which are maintained by our members), increased dog fouling and genuine H&S concerns resulting from over enthuiastic free running dogs and from dogs obviously not under control of their owners.

FoMP maintain that park users enjoyiong a family picnic or simlpy playing with children in the park are entitled to have the same degree of protection from dog fouling as those playing sport on the playing field.

30th October 2024 - the consultation period is now closed.  We will update you once we have the outcome.
