In 2015 the local council introduced Public Spaces Protection Orders (Dog Control Orders).
The spaces listed in the order included Children’s play areas, bowling greens, requirement to clean up after your dog, boroughs main townships, cemeteries, grounds of Churchfield House and the Rose Garden at Haworth Art Gallery.
At the 3 yearly review in 2018 the Council added an additional order to ban dogs from a list of Council owned “sports pitches” which included Memorial Park Playing field. Following public consultation this proposal was withdrawn.
In 2021 the Council proposed a further requirement that dogs should be kept on leads on specified “sports pitches” which included Memorial Park Playing Field.
In a Council Cabinet report dated 15th September 2021 making recommendations for the addition restrictions it stated that sports pitches should be included after complaints from sports pitch users. A Freedom of Information Request by Friends of Memorial Park confirmed that no formal complaints at Memorial Park Playing field had been received since the previous review in 2018.
A significant submission by the Kennel Club as stakeholders was never included in the Cabinet report as a result of “Human Error” within the Council. The revised order was passed by the Cabinet and restrictions on the playing field became effective from Autumn 2021.
The Friends of Memorial Park strongly support the requirement for dog owners to clean up after their pets and financial penalties being imposed where required. They also believe that the restrictions imposed were unfounded and resulted in an increase in the number of “free running dogs” within the formal part of the park which hosts the towns War Memorial. This section of the park has seen an increase in dog fouling and H&S complaints from some park users since the order became effective. Despite appeals to the Council to consider variations to the order, the restrictions remain for all sections of the playing field 365 days of the year.
The next PSPO review will be in the summer of 2024.
